Graça Machel’s words speak to the transformative power of education in building stronger societies and preparing future generations for sustainable development. That vision is reflected in Guinea’s decision to promote Hon. Djami Diallo to Minister of Higher Education and Scientific Research, entrusting one of the country’s most accomplished public servants with the responsibility of shaping the nation’s universities, advancing scientific research, and strengthening the knowledge economy.
Having previously served as Minister of Environment and Sustainable Development, Diallo’s elevation to one of Guinea’s most strategic ministries marks another important milestone in a career distinguished by legal excellence, public service, and visionary leadership. More than a change in portfolio, her promotion reflects growing confidence in her ability to lead institutional reforms that will equip Guinea’s young people with the education, skills, and innovation needed to drive national progress.
A Foundation Built on Academic Excellence
Born in Conakry in 1989, Djami Diallo’s leadership journey began with an outstanding academic foundation that would later shape her distinguished public service career.
She earned a Bachelor of Arts in Economics and International Affairs from the American University of Paris before obtaining a Juris Doctor (J.D.) from Penn State Law in the United States. Admitted to both the New Jersey and New York Bars, she began her professional career as an associate attorney in New York, gaining valuable international legal experience.
Her commitment to development also led her to work with the International Fund for Agricultural Development (IFAD), where she contributed to initiatives aimed at promoting sustainable economic growth and improving livelihoods across developing communities.
Rather than building a permanent career abroad, Diallo chose to return to Guinea, bringing with her international expertise and a strong commitment to national development.
A Career Defined by Public Service
Upon returning home, Djami Diallo quickly emerged as one of Guinea’s most respected legal and governance professionals.
She served as Legal Adviser, Deputy Chief of Staff, and later Director of Legal Affairs at the Presidency of the Republic of Guinea, where she advised the government on major legal, investment, and infrastructure projects.
Among her most significant contributions was her involvement in negotiations surrounding the Simandou iron ore project, one of Africa’s largest mining developments. Working alongside international partners including Rio Tinto, Winning Consortium Simandou, and Baowu, she helped support negotiations designed to maximise Guinea’s long-term economic interests from one of its most valuable natural resources.
Her leadership credentials continued to grow when she became the first Chairwoman of the Board of the Société Nationale des Pétroles (SONAP SA), breaking new ground for women in Guinea’s energy sector.
In March 2024, she joined the national cabinet as Minister of Environment and Sustainable Development, where she championed environmental governance, sustainable development, and responsible management of Guinea’s natural resources. During her tenure, she also served as Deputy Government Spokesperson, further strengthening her role within the country’s leadership.
Leading Higher Education into a New Era

Her third priority is strengthening institutional governance, promoting transparency, accountability, efficient management, and a culture of excellence across universities and research institutions.
For Diallo, higher education must extend beyond awarding degrees. It must produce innovative thinkers, skilled professionals, and practical solutions capable of accelerating Guinea’s economic competitiveness and national development.
A Champion of Women’s Leadership
Throughout her career, Djami Diallo has consistently demonstrated a commitment to good governance, institutional excellence, and sustainable development.
She has also been recognised for supporting women’s leadership, including through initiatives associated with the Ellen Johnson Sirleaf Presidential Center’s Amujae Initiative, which nurtures emerging African women leaders committed to advancing public service and national transformation.
